<idAbs>&lt;DIV STYLE="text-align:Left;"&gt;&lt;DIV&gt;&lt;DIV&gt;&lt;P&gt;&lt;SPAN&gt;The Federal Outer Continental Shelf (OCS) Marine Mineral (e.g. sand and gravel) Lease Areas layer is maintained by the Bureau of Ocean Energy Management (BOEM), part of the U.S. Department of the Interior. Each lease area polygon defines an area where entities that have entered into or have formally requested a Negotiated Non-Competitive Lease or Memorandum of Agreement with BOEM can dredge sand, gravel, or shell resources from the OCS. Section 8 (k) of the OCS Lands Act (OCSLA), as amended by Public Law 103-426 (enacted in 1994), gives BOEM the authority to negotiate an agreement for the use of OCS sand, gravel, and shell resources for use in: (1) a project for shore protection, beach restoration, or coastal restoration undertaken by a Federal, State, or local government agency; or (2) for use in a construction project funded in whole or in part by, or authorized by, the Federal government. This dataset is a collection of active, completed, expired, and proposed lease areas under BOEM's purview. Attribution consists of OCS lease number, state, project ID, volume of material allocated, borrow area ID, leases status, and administrative chronology of the lease term (e.g. execution and expiration dates). Revisions to this dataset are made on a regular basis by BOEM staff to reflect the current status of OCS marine mineral leasing activity.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;The Bureau of Ocean Energy Management (BOEM) provides the data for use "as is". The BOEM uses these data to manage OCS marine mineral (sediment) resources, reduce or avoid potential conflicts with other ocean uses (e.g. fishing, shipping, energy, submerged infrastructure, etc.), and preserve sensitive habitat and cultural resources. The BOEM encourages its partners, stakeholders, and all ocean users to consider these data during the planning phases of ocean resource use or conservation projects. <stepDesc>The spatial and tabular data presented in this dataset were identified by the Bureau of Ocean Energy Management (BOEM) Marine Minerals Program (MMP) for the MMIS project as being critical for MMP's decision making and management responsibilities of Federal Outer Continental Shelf (OCS) mineral exploration and Federal non-energy sand/gravel lease activities. The spatial extents of each lease area in the OCS were retrieved directly from BOEM in the form of shapefiles, spreadsheets, and from Negotiated Non-Competitive Leases or Memorandum of Agreements. Boundary points with coordinates found in spreadsheets or lease documents were mapped in ESRI's ArcMap and exported to a shapefile in the corresponding lease project folder. If projection information was not noted in the source data, an informed decision was made based on the state plane and UTM zones closest to the area. Next, a master layer was created in the MMIS geodatabase data model to house all lease area polygons in a single feature class (reprojected into the NAD83 geodetic reference system). A list of attributes was developed using several sources provided by BOEM, the Army Corps of Engineers, and localities. Attribute data were collected from lease documents, post construction reports, survey reports, and survey data. Next, the disparate lease area shapefiles and their attribute data were loaded into the MMIS Lease Areas feature class. For increased accessibility, each lease area polygon was linked to the corresponding PDF lease document(s). <eaover>Federal Outer Continental Shelf (OCS) Sand and Gravel Borrow Areas (Lease Areas) delineate areas on the OCS where Negotiated Non-Competitive Lease or Memoranda of Agreement (MOA) were, are, or may be in place between the Department of the Interior (DOI), acting through the Bureau of Ocean Energy Management (BOEM), and another Federal agency, or between BOEM, a State or local government agency and/or another Federal agency (such as the U.S. Army Corps of Engineers) for use of sediment deposits found at or below the surface of the seabed on the OCS. Active, Complete, and Expired polygons were created from coordinates in Lease Area Agreements. Proposed Lease Areas are still under review and will be updated as new information is available.</eaover>
